Congress Reaches Deal on FY12 Funding:
NIDCR Sees Increase amid Tough Budget Climate


Congress reached an agreement on an FY2012 spending bill that will fund the federal government through September 30, 2012, thus averting a government shutdown.

NIDCR: The spending bill contains $411.48 million for NIDCR. This is a slight increase of $1.88 million from the enacted FY2011 funding level, but $8.88 million below the president's FY2012 request. For FY2012, NIDCR will be funded at 1.34% of NIH's total funding.

"We thank the champions of oral health research on Capitol Hill that sought to protect investment in research," said FNIDCR President Dr. Christian Stohler. "We welcome the slight increase in oral health research funding from 1.33% to 1.34%, especially in such a tight budgetary environment."

NIH: The bill funds the NIH at $30.69 billion, only a $1.7 million increase from FY2011 enacted level. However, NIH will realize a total increase of $299 million from the actual FY2011 programming level because FY2012 funding for the Global Fund to Fight AIDS/HIV will be appropriated through a different federal agency.

Friends of NIDCR Urges Robust FY13 NIH Funding

In a letter sent to President Barack Obama and to the Office of Management & Budget (OMB), FNIDCR President Dr. Christian Stohler advocated for robust NIH funding for Fiscal Year 2013. Dr. Stohler outlined the merits of funding medical research, including how it drives the economy, how it is valued by Americans, and how the return on investment can be significant. In addition, the letter places emphasis on NIDCR-funded research as research that benefits a "broad spectrum of Americans" from children to cancer patients to combat troops. "A robust NIH budget in FY13 ensures researchers will continue their invaluable work to improve the lives of Americans and continue to drive the U.S. economy," wrote Dr. Stohler.

National attention on the important work of the NIDCR came to the forefront on December 6th as The Friends of NIDCR hosted its 2011 Annual Conference & Awards at the historic National Press Club in Washington, DC.

Continuing a tradition of promoting the work of the NIDCR, this year's conference attracted an audience of researchers, dentals school deans, professors and researchers, clinicians, local area practitioners, and corporate and association executives, matching the previous conference attendance levels.

"From the afternoon research discussion, to the camaraderie at the networking reception, to the stirring remarks by Congressman Cummings (photo 1), to the uplifting keynote address by Dr. Ken Salyer (photo 2), followed by the recognition of outstanding achievements of this year's awardees, a day of learning and high spirit for NIDCR was had by all," said Leo Rouse (photo 3), Conference Chair and Dean of the Howard University College of Dentistry.

Afternoon Kicks off with NIDCR Director

In her luncheon keynote address "Enhancing Oral Health Care Through Research and Innovation," NIDCR Director Martha Somerman provided many examples of innovative research that is being supported and conducted by NIDCR and the great implications for clinical practice and future dental education.

A Spotlight on NIDCR Research
2011 Conference
The afternoon conference, "Oral Heath: Research Advancements & Technology Innovations," included presentations on exciting NIDCR-funded research from around the United States. Friends of NIDCR President Christian Stohler said "We take particular pride in the presentations we heard because they reflect how research conducted at NIDCR innovates, drives our nation's economy, and provides life-saving treatments and cures to the benefit of all Americans." Stirring Remarks by Representative Cummings
In his remarks to the Friends, Congressman Elijah Cummings, co-chair, Congressional Oral Health Caucus, stated "You are very important in the lives of the people of your communities." He conveyed his understanding of how painful and distracting untreated dental problems can be from his own personal experiences growing up, and he expressed his genuine appreciation for the work performed, especially for children, by those in attendance.

Keynote Address Challenges Us to Service and Self-fulfillment
In his dinner keynote address, "A Life That Matters," world-renowned craniofacial surgeon and founder of the World Craniofacial Foundation, Dr. Kenneth E. Salyer shared his lifelong commitment of helping the globe's most disfigured children transform their challenges into triumphs through the benefit of life-changing reconstructive surgery.

National Recognition of Outstanding Achievements
The day culminated with an awards ceremony to celebrate outstanding achievements in oral health research and acknowledge the contributions of individuals and organizations that have — and are — making a difference in oral health research.
